Procurement Management of Power Plants Construction Projects in Iraq

The government of Iraq states that despite the massive amounts invested in power generating sector, country has been plagued by outages for more than three decades; One most common sources problem and significant impact on waste public funds contractual processes. Ministry Planning issued sectorial specialized standard bidding documents (SSBD) Design, Supply, Installation Electromechanical Works (DSIoEW), which is primarily designed to support Electricity (MoE) developing economic projects improve process led raisings Iraqi electricity generation field. research evaluates applying SSBD-DSIoEW governmental plants investigates challenges obstacles applications conducting preliminary interviews with procurement experts distributing 120 questionnaires MoE's staff. results show a lack experience evaluation qualification criteria under SSBD-DSIoEW, inadequate bid evaluations, resulting an ineffective system.
